Visit the Food Research and Action Center website (see Resources) to learn about food stamp benefits. Learn the rules and regulations of the food stamp program. Click on the "Food Stamp Center" button to gather information pertaining to the food stamp program. Print the information and use this as a reference. Establish food stamp fraud exists by proving an individual has violated the rules and regulations of the program.

Provide photos or documents of an individual knowingly using food stamp benefits to buy alcohol or tobacco products to your local department of human resources agency. Receipts showing that a individual purchased any nonfood items such as pet food or household supplies with food stamps demonstrates fraud.

Confirm information used to receive benefits, such as income, to assist in proving food stamp fraud. Speak with employers and neighbors to gather information regarding food stamp fraud.
